I am honored to be here with all of you today. As I was preparing my remarks, I
realized that this opportunity to speak came about due to the sacrifices of others
— sacrifices that have been made since the very beginning of our nation. The recent
tragic loss of two Navy aviators was a painful reminder that there is no greater
sacrifice than to lose one's life in service to one's community and nation.
Please join me for a moment of silent prayer to honor NAS Oceana's Lieutenant Commander
James Brice Johnson, and Lieutenant Caleb Nathaniel King, who died two weeks ago
off the coast of Key West.

As a fourth generation resident of Virginia Beach, Dee graduated from Norfolk Catholic
High School and Virginia Wesleyan College where she received an undergraduate’s

In 1984, she married John P. Oliver, Sr., President of H. D. Oliver Funeral Apts.,
and the two worked together in the family funeral business while raising their three
daughters. John died suddenly and unexpectedly in 2007. Despite the devastation

young children. She went back to school to earn her Mortuary Science and Embalming

The passing of the Immigration Act in 1963, saw a surge of Filipino immigrants to
the USA when the 100 per year quota was increased to 20,000 per year. This 4th wave
of Filipino immigration to the USA included mainly professionals and military recruits
(Navy, Marine, Army, Air Force, Coast Guard). The naval bases and other bases in
Hampton Roads brought many families and before long, regional organizations, small
clubs, and professional organizations were formed. Uniting these local organizations
was the brainchild of two outstanding leaders-Coring Padilla, president of the Filipino
Women’s club and Mario Gamboa, USN, president of the Batangas Association. In 1974,
they were later joined by Dr. Manuel Hipol, Commander, Medical Corps, US Navy, a
Radiologist assigned at Portsmouth Naval Regional Medical Center and first president
of the United Ilocano Association of Tidewater, Felimon Magpoc, Jr., president of
the Bataan Association, Pablo Padilla,USN, president of the Seafarers (Filipino
Veterans) and Jess Quirimit, president of the Pampango Language Club.

Councilmember Dyer is serving his fourth term on the City Council and represents
the Centerville District. He currently works as a home care physical therapist.
He formerly served as an assistant professor in the School of Government at Regent
University, where he taught public administration. In 1976 he earned a bachelor's
degree in physical therapy from Saint Louis University and in 1982 a master's in
public administration from Fairleigh Dickinson University. He earned his Ph.D. in
organizational leadership from Regent University in 2001. Dyer served in the United
States Marine Corps from 1968 to 1972. During his career, he worked as a practicing
physical therapist, health care executive and business consultant, as well as college
educator. He currently serves as the City Council liaison to the Minority Business
Council, Human Rights Commission, and the Process Improvement Task Force, which
he initiated. He has also been appointed to serve on the Hampton Roads Planning
Commission and the Governor's Task Force for Local Government Mandate Review. Bob
and his wife, Trish, live in the Lake Christopher section of the Centerville District
and have two children and two grandchildren.
